But one question concerning the application of certs: I already applied for  a cert in the original "chinese" thread. Why do I see the message "You have to pay to download...". Could you please explain this payment thing?

I guess the "payment" thing refers to the fact that you need to have at least 5 (or more, depending on what you're downloading) forum posts in order to download something.
(sorry for the 2x post, I couldn't edit my last post)
