In fact, if you are an owner of a S60v3 telephone, it is worthless without a certificate. Because you can not install any .sis file without certificate.
If you want to have it from SymbianSigned you have to pay USD 200. But wait! You can not have any certificate, if you haven't got a firm. Because even if you ready to pay that money, TC TrustCenter GmbH won't let you do this unless you haven't got an "officially documented" organization.
So at the end of the day you and your full capabile empty S60v3 phone stay alone. And nothing more.
Then I learned OPDA. Thank you guys for this valuable help. I was going to sell my phone and buying a blackberry. Now I can use it with full capabilities.

It seems, Pay Pal the only way for this purpose.
Pay pal in turn dependent to credit card.
USD 5 is not much but eventually you need to use your credit card on internet.
This is a decision.
